EN Together with our Certified Tech Partner Enreda Cooperative, we travelled to Nairobi (Kenya) at the invitation to take part in the “CIVIC Residency”, co-organised by the World Bank and Nairobi City County, in collaboration with the E-gov Foundation (India).
The aim of this event was to bring together, over four days, international experts and technicians with officials from the World Bank and Nairobi City County (from both the ICT and citizen participation sectors), as well as local associations and civil society leaders, so that together they could explore ways to empower communities through inclusive, community-led digital participation systems.
The meeting forms part of Nairobi City County’s ambitious Open Government Partnership Action Plan 2025–2027 (#OGP), which aims to enhance transparency, strengthen participation and rebuild trust between the government and the public.
When the World Bank surveyed citizens and staff in November 2025, it became clear that turning this promise into everyday reality requires new systems, new workflows and new ways of listening. This meeting was the first step towards designing them.
These four intensive days of work resulted in:
✅ A technical mapping of user needs. What do residents—including those in informal settlements, young people and people with disabilities—need to share their views easily and securely?
✅ Proposals for changes to institutional workflows that enable predictable response times and greater internal accountability.
✅ A catalogue of potential solutions, tested and human-centred, that reflect the diversity and realities of Nairobi.
✅ A working prototype enabling digital feedback and a government response.
As a result of this meeting, the first agreement has been drawn up between the World Bank and Enreda, with the aim of developing this initial prototype based on CONSUL DEMOCRACY, to support Nairobi’s Participatory Budgeting process.
