The CONSUL DEMOCRACY Foundation in collaboration with the Landeshauptstadt München organises the next ConsulCon on 15-17 September 2026 in München, Germany.
After a succesful 2025 edition in Las Palmas de Gran Canaria, this time the CONSULCON will be hosted by the city of Munchen, who is also an Ambassador-level sponsor or the CONSUL DEMOCRACY project.
The CONSULCON2026 will be a moment to dive deep issues relating to digital democracy, open source technology and democratic empowerment, but most of all to a moment to connect an ever-developing community and invite new members to join, exchange views and knowledge, and take a collective look forward into the near future.
This conference is for everyone having an interest in digital democratic models, participation platforms, open source technology and digital public goods, and all related topics. We especially welcome new faces into the community!
Save the date for an awesome three-day event on CONSUL DEMOCRACY, participatory democracy, open source technology and more! Expect demo runs, workshops on devising participation processes and empowering citizens in cities and regions in Europe, Latin America and Africa, sessions about open source technology and digital public goods, and keynotes about the democratic potential of it all.

Travel and accommodation: Due to limited resource we are only able to cover the travel and accommodation expenses of the keynote speakers, not those of the session hosts. A list of accommodation options in Munich will be provided on this page early 2026.

Call for proposals
For the CONSULCON26 we are calling on our community, our networks and partners to cocreate the conference programme. We cordially invite government officials, civil society organizations, open source developer teams, tech companies and research teams and other related stakeholders to propose a session in one of the following categories:
- Dem talk (1 hour)
- Tech talk (1 hour)
- Panel exchange (1,5 hour)
- Workshop (1,5 hour)
The deadline for submitting proposals is 30 April 2026.
Examples of topics and themes we are interested in:
- A Workshop on how to devise a process of citizen participation
- A Panel exchange about participatory democracy case studies
- A Dem talk about (recent) histories of direct/participatory democracy
- A Tech talk about (the importance of) open source technology, especially for marginalized communities
- A Panel Exchange on the challenges and successes of open source ecosystems
- A Workshop on how to install and/or modify the Consul software yourself
- A Dem talk about the challenge of citizen participation inclusiveness
- A Panel exchange on the relation between participatory democracy, public trust and the rise of authoritarianism and extremism
- A Tech talk about new relevant advances in technology for citizen participation platforms such as AI
- A Dem Talk about political leadership and bureaucratic activism
